The High-level Forum on Cultural Law and Digital Publishing Rule of Law and the 9th Academic Forum on "Oriental Communication Law" were successfully held

On October 19, 2025, the "High-level Forum on Cultural Law and Digital Publishing Rule of Law and the 9th Academic Forum on 'Oriental Communication Law'" was successfully held in Songjiang District, Shanghai. The event was guided by the Tao Fen Foundation, hosted by East China University of Political Science and Law, and co-organized by Dehehantong Law Office. More than 60 experts and scholars from universities, research institutions, academic journals and law firms across the country gathered on the campus of Huazhong University of Political Science and Law to participate in cutting-edge discussions. This forum is academically guided by the Legal News Theory Research Professional Committee of the All-China Legal News Association, the Media Law and Ethics Professional Committee of the Chinese Society of Journalism History, the Applied Journalism and Communication Professional Committee of the Chinese Society of Journalism History, and the Cultural Law Research Society of the Shanghai Law Society. The sharing will revolve around the main topics such as copyright governance in the news and publishing industry, personal information and data governance of publishing platforms, creators' content production and the main responsibility of publishing platforms, as well as the content regulation system and governance practice of digital publishing. The guests attending the conference conducted in-depth discussions and exchanges in various forms such as keynote speeches, paper discussions, personal remarks, and panel comments, exploring numerous topics where media, rule of law, culture, scientific research, services intersect with academia and industry.

01 Opening Remarks

Lawyer Guo Xianhao, the managing partner of the Shanghai office of Dehehantong, delivered a speech at the opening ceremony. He stated that the new form of digital publishing can enrich micro-life and has become a core force in enhancing macro-level strength. However, the legal challenges brought about by the rapid development of technology concern multiple aspects such as culture, economy and the rule of law. Under the background of technological iteration, to build a legal system that takes into account both cultural creativity and social public interests, legal professionals need to interpret and apply existing laws, and more importantly, participate in the shaping of future rules with a forward-looking perspective. He stated that Dehehantong, as a co-organizer, fully supports this forum. At the same time, law firms have become more acutely aware that these brand-new legal issues urgently require the joint efforts of the academic and practical communities to address. In daily business operations, the demand for legal services in fields such as media and entertainment, data compliance, and intellectual property rights is growing rapidly. The progress of legal practice cannot do without solid theoretical support, and vivid cases can also provide fertile ground for academic research.

During the paper discussion session on the theme of "Copyright Governance in News Publishing", Ji Kang, a lawyer from the Shanghai office of Dehehantong, served as the chief panelist and provided a detailed review of the six papers presented in this session, sharing his personal insights. He believes that the papers in this section have a broad perspective and are both profound. Regarding "The Advantages and Limitations of AI Tools in Teaching Assistance and Suggestions for Optimizing Teaching Design", "The Impact of Data Property Rights Allocation on Content Ecology from the Perspective of Institutional Economics", "The Determination of infringement Liability Induced by Artificial Intelligence Emotions", "The Global Expression of Chinese Procuratorial Stories", "Soft Law in Areas such as Algorithmic Recommendation, deep Synthesis, and Generative AI", and "Outsourced Content Review" The latest research results on digital resilience of employees and other topics were deeply understood and shared, expressing that they gained a lot and will continue to exchange and learn with experts and scholars in the field.

During the paper discussion session on the theme of "Personal Information and Data Governance of Publishing Platforms", Zhao Zhongxiao, a lawyer from the Shanghai office of Dehehantong, served as the chief discussant and elaborated in detail on five papers. She believes that the five articles take "the privacy policies of three high-market reading apps as examples for research, directly addressing practical pain points and providing effective and feasible suggestions", "the first civil public interest litigation case involving facial information protection in the country as a perspective, conducting research on the restorative governance of personal biometric information in the digital age", and "proposing the 'library-bookstore' model "Make publishing data balance the maximization of social benefits and economic benefits." "Comprehensively analyze the privacy risks involved in smart wearable devices in stages and put forward feasible suggestions for each stage." "Based on the background of big data and artificial intelligence, the relationship between the 'right to deletion' and the 'right to be forgotten' in different theories is detailedly introduced in theory." The research on the legal culture behind the right of deletion in practical work is all detailed in content and unique in perspective. She pointed out that the six articles had different entry points and themes, but all frequently mentioned the EU's General Data Protection Regulation and also touched upon the specific implementation and application of the Personal Information Protection Act.

During the paper discussion session themed "The Primary Responsibility of Creator Content Production and Publishing Platforms", Lin Liliang, a lawyer from the Shanghai office of Dehehantong, served as the chief discussant and delivered a speech on the content and themes of six papers. She believes that all six papers, without prior agreement, focus on governance issues in the digital content ecosystem, covering multiple cutting-edge fields such as the copyright governance of the typification of online literature, the balance between copyright filtering (formal compliance of platforms) and fair use, the theory and specific implementation of data assetization, content infringement on generative artificial intelligence platforms, fan circle governance, and (platform) false information governance. She pointed out that the article as a whole has a strong sense of problem awareness, rich research methods, places the platform at the center of governance, and calls on all parties to establish a more dynamic, intelligent and diversified collaborative governance mechanism.

During the paper discussion session themed "Content Standardization System and Governance Practice of Digital Publishing", Li Lin, the secretary-general of the Shanghai Media and Entertainment Business Committee of Dehe, served as the chief panelist and shared her personal insights on the issues involved in the six articles. Drawing on her former identity as a journalist and practical experience, she shared in detail on issues such as the behavioral stage division of generative artificial intelligence in using news information, the establishment of a risk prevention system for generative artificial intelligence technology providers, and the copyright protection and inheritance of works by deceased authors. She hopes to have the opportunity to contribute her humble efforts to legal protection in the era of artificial intelligence together with colleagues present.

Lawyer MAO Yuying, partner of the Shanghai office of Dehehantong and director of the Media and Entertainment Business Committee of Dehe Shanghai, delivered a speech at the closing ceremony. She pointed out that experts and scholars from different fields engaged in cross-border exchanges on the hot topics of cultural law and digital publishing rule of law at the forum, generating abundant fruits. She said that Dehehantong has co-organized the forum for two consecutive years and fully supported the event. Dehehantong has always been committed to delving deeply into professional fields, actively participating in academic exchange activities, and encouraging lawyers to become experts in practice and thinkers in theory: closely integrating theory with practice, constantly summarizing in practice and continuously improving in academic research, in order to truly promote the progress of the rule of law cause.
