Dehehantong jointly hosts the first session of the "Frontier Observation on Data Intelligence Security Compliance" - "The Game of Network and Data Security Compliance and Cross-border Breakthrough from a Global Perspective" seminar

On December 19, 2025, the Data Industry Development Special Committee of the Digital Economy Chamber of Commerce of the Shanghai Federation of Industry and Commerce hosted the event, supported by the Shanghai Branch of the Network and Data Security Professional Committee of the China Computer Industry Association, and jointly organized by Shanghai Xieli Law Firm, Beijing Jincheng Tongda Law Firm and Dehehantong Law Offices The event "Frontier Observation on Data Intelligence Security Compliance (Phase I) - The Global Perspective on Network and Data Security Compliance Games and Cross-border Breakthroughs", co-organized by Akamai and Shanghai Liuyue Enterprise Service Group Co., LTD., was successfully held in Lujiazui, Shanghai.

This symposium brought together experts, scholars, enterprise representatives and practitioners from industry associations, legal services, technology enterprises and data service providers to jointly explore the cutting-edge topics of network and data security compliance and the solutions to cross-border flows in the global digital wave.

I. Opening Remarks

Wang Jing, the executive deputy secretary-general of the Digital Economy Chamber of Commerce of the Shanghai Federation of Industry and Commerce, delivered a speech. She expressed her gratitude to all the organizing, hosting and co-organizing units as well as the guests present. She introduced the scale and development trend of the chamber of commerce, emphasizing that innovation and compliance are equally important, and called on all market entities to think about the future and boundaries of data and jointly explore the direction of development. Ii. Keynote Speech

Cong Yerong, convener of the Shanghai Branch of the Network and Data Security Professional Committee of the China Computer Industry Association, Zhang Guodong, Executive Director of Beijing Jincheng Tongda Law Firm, and Li Shengnan, Partner of the Shanghai Office of Dehehantong and co-director of the Data Compliance and Network Security Business Committee of Dehehantong Shanghai, Lawyer Wang Jiahui from Shanghai Xieli Law Firm, specializing in data compliance, delivered a keynote presentation.

Ms. Cong Yerong introduced the work of the Shanghai Branch Committee. She introduced the scope of work, organizational structure, working group functions of the Network and Data Security Professional Committee of the China Computer Industry Association, as well as the significant role it plays in promoting the implementation of the national data security strategy, enhancing the technical level and service quality of the industry.

Lawyer Zhang Guodong shared systematic compliance insights on "Analysis of Important Scenarios in Data Compliance and Responses to Practical Issues". He introduced the practical achievements of Jincheng Tongda in cutting-edge fields such as "Trusted Data Space", analyzed the five key compliance scenarios faced by enterprises and put forward systematic response suggestions.

Lawyer Li Shengnan gave a presentation on the theme of "Legal Practice of Compliance throughout the Data Lifecycle". She systematically sorted out the core risks and compliance paths of data from collection, storage, use, processing, transmission, provision, public release to deletion, and expounded on the legal obligations of data deletion and the practical principle of "minimum necessity" through typical cases.

Lawyer Wang Jiahui, taking cross-border e-commerce as an example, shared her research insights on the compliance trends and corporate practices of cross-border data circulation. She pointed out that data compliance has become an unbreachable "bottom line" for enterprises going global and a "cornerstone" for winning market trust, and systematically introduced the implementation path of the "six-step method" for cross-border data compliance.

Iii. Roundtable Dialogue

The discussion guests, including Liu Hanqing, the founder and CEO of China Securities Digital Exchange Brokerage Service (Guizhou) Co., LTD., Gao Feng, the general manager of Shanghai Soda Data Technology Co., LTD., Florence Fan, the compliance and legal affairs officer of the data company, and Wan Haixia, the general manager of Shanghai Hongzhe Information Technology Co., LTD., focused on the theme of "The Boundaries of Compliance and the Flow of Data" In-depth exchanges were held on specific matters such as data compliance of financial institutions, public data authorization, personal information protection, full-process compliance of data transactions, and the cultivation of cybersecurity and data compliance talents. It was unanimously agreed that in an era of surging data flow, enterprises need to grasp the boundaries of compliance in a dynamic manner and build a data governance model that is both resilient and dynamic. The event was chaired by Lawyer Li Shengnan, a partner of the Shanghai office of Dehehantong and co-director of the Data Compliance and Cybersecurity Business Committee of Dehehantong Shanghai.

Focus on the practical key points of information processing in international trade, security assessment of data outbound, cross-border data compliance in the AI medical field, application of technical solutions in compliance, how enterprises can predict the trend of data compliance supervision, and the future business landscape of cross-border data flow for exchange. The discussion pointed out that addressing cross-border challenges requires a deep integration of law, technology and business wisdom.
